Commercial auto insurance agency
An owner unsure whether an agency handles their kind of operation should ask the agency which insurers have appointed it and whether one writes that class of work. Utah Code 31A-23a-115 has an insurer appoint an agency before the agency does business for that insurer in Utah, and Utah Code 31A-23a-402 lets each insurer set premiums and terms by classifications tied to the risk. Send a plain description of what the business does and carries, the vehicles, the USDOT number and where the vehicles are kept, and the first reply is a conversation about the work.
How can you tell if an agency writes your type of business before you call?
Utah Code 31A-23a-115(1)(a) has an insurer appoint an agency before the agency does business for it in Utah, so appointments set an agent's insurers. The subsection reads "An insurer shall appoint an individual or agency with whom it has a contract" to act on its behalf "in order for the licensee to do business for the insurer in this state," and 115(1)(b) has the insurer report each new appointment and each termination to the commissioner.
From outside an agency, the insurer's own site says how that insurer sells. Great West Casualty's About page, read October 12, 2026, says "We partner with more than 200 independent agencies that specialize in truck insurance," so a trucking owner who wants a Great West quote can ask an agency whether it is one of those agencies.
The Utah Insurance Department's Licensee Search page, read October 12, 2026, says the tool lets anyone "verify that a specific agent or agency is currently licensed in Utah"; appointments and classes are the questions to put to the agency itself.
Does an insurance agency handle every type of business?
An agency's answer for a type of business follows its insurers' classes: Utah Code 31A-23a-402(3)(a) lets insurers set premiums and terms by risk classifications. The subsection bars unfair discrimination among policyholders "except on the basis of classifications related to the nature and the degree of the risk covered or the expenses involved." Utah Code 31A-23a-402(5), which stops a person from restricting a buyer's choice of insurer or licensee as a condition of a contract, adds that it "does not bar an insurer from declining an application for insurance."
A class can decide the answer on its own: many commercial auto markets will not write a truck that is leased onto another carrier's authority. The question that settles an agency's fit is which of its insurers writes the operation as it runs.
What questions should you ask a commercial insurance agent before sending your details?
Three questions to a commercial insurance agent test the three Utah Code rules behind its reach: appointment (31A-23a-115), who pays it (31A-1-301) and class (31A-23a-402). Ask them by text or email with a paragraph on what the business does.
| Producer | Paid by | Places with |
|---|---|---|
| Agent (producer for the insurer) | An insurer, directly or indirectly (Utah Code 31A-1-301(102)(b)) | Insurers that have appointed it (Utah Code 31A-23a-115); presumed, rebuttably, to act for that insurer when it places a risk (115(5)) |
| Broker (producer for the insured) | Only the customer, with no insurer compensation (Utah Code 31A-1-301(102)(c)) | "Any admitted insurance company," per the Utah Insurance Department's Finding an Agent page, read October 12, 2026 |
- Which insurers have appointed the agency for commercial auto? Utah Code 31A-23a-115(1)(a) requires the appointment before an agency does business for an insurer in Utah.
- Is the agency paid by the insurer or only by you? Utah Code 31A-1-301(102) calls a producer paid by an insurer an agent and a producer paid only by the customer a broker.
- Does one of those insurers write this class of work? Utah Code 31A-23a-402(3)(a) lets each insurer set premiums and terms by classifications tied to the risk.
What does an insurance agent need to know to tell if they can insure your business?
Redoubt asks for four things before naming an insurer: what the business does, its vehicles, its USDOT record and where the vehicles are kept. Redoubt's home page puts the first step as "We start with the work you do, the contracts or filings involved, and the deadline in front of you."
Describe the work as it is. ISO's CA 00 01 11 20 business auto form is void if an insured "intentionally conceals or misrepresents a material fact" concerning the form or the covered auto.
| What to describe | What it decides |
|---|---|
| What the business does and what the vehicles carry | The class: Utah Code 31A-23a-402(3)(a) lets an insurer set premiums and terms by classifications tied to the nature and degree of the risk |
| Number and type of vehicles, with the USDOT number and MC or docket number if any | Whether the request matches FMCSA's record: the SAFER Company Snapshot shows the company's identification, size and commodity information, and 49 CFR 390.19T has the MCS-150 behind it updated every 24 months |
| Where the vehicles are kept | State-bound coverages: the CA 00 01 form ties uninsured motorists and no-fault coverage to the state where an auto is licensed or principally garaged |
What do you send an agency to find out if it can insure your operation, and what happens next?
Redoubt starts with a conversation about the work, from a short description sent by text or email. Redoubt's stated process is "As an independent agency, we help evaluate available coverage and carrier options for the actual operation," and after that conversation Redoubt says "what can be bound now, what needs the carrier, and what to send back." Send the list below:
- What the business does and what the vehicles carry, in plain words, so the class is right the first time
- How many vehicles and trailers, and the year, make, model, body type and value of each
- The USDOT number, and the MC or docket number if any, with vehicle counts that match the size SAFER shows
- Where each vehicle is kept overnight
- Every driver: name, date of birth and license number
- The date coverage has to start
What is an insurance agent appointment?
An appointment is an insurer's authorization for an agency to act for it. Utah Code 31A-23a-115(1) requires the insurer to appoint the agency before the agency does business for it in Utah, and to report each new appointment and termination to the commissioner.
Can an insurer decline my application even if the agency handles my kind of work?
Utah Code 31A-23a-402(5), the subsection that bars restricting a buyer's choice of insurer or licensee, says it "does not bar an insurer from declining an application for insurance."
Where these answers come from
Each entry carries the exact words of the source so you can check it yourself. Forms, rules and carrier pages change; read the current version before acting.
- 1. Utah Insurance Department, Licensee Search
“The Department provides public access to the contact information of the Department’s licensees so you can find an agent or agency in your area or verify that a specific agent or agency is currently licensed in Utah.”
insurance.utah.gov, accessed October 12, 2026. The page prints no last-updated date. The Finding an Agent page (same note) asks readers to use the tool "to verify they have a license for the product they are selling." The search tool itself is at licenseesearch.uid.utah.gov; what its results show (lines of authority, appointments) was not read. - 2. Utah Insurance Department, Finding an Agent, insurance broker
“A broker acting in the capacity of an insurance broker is an independent insurance sales person who searches the marketplace in the interests of clients, not insurance companies, and may place coverage with any admitted insurance company.”
insurance.utah.gov, accessed October 12, 2026. The page lists "four basic distribution methods"; its "Independent agent" entry repeats the page's general tips instead of a description. The page prints no last-updated date. - 3. Utah Code 31A-1-301(102)(b), producer for the insurer
“"Producer for the insurer" means a producer who is compensated directly or indirectly by an insurer for selling, soliciting, or negotiating an insurance product of that insurer. (ii) "Producer for the insurer" may be referred to as an "agent."”
le.utah.gov, accessed October 12, 2026. Same file. - 4. Utah Code 31A-1-301(102)(c), producer for the insured
“"Producer for the insured" means a producer who: (A) is compensated directly and only by an insurance customer or an insured; and (B) receives no compensation directly or indirectly from an insurer for selling, soliciting, or negotiating an insurance product of that insurer to an insurance customer or insured.”
le.utah.gov, accessed October 12, 2026. (102)(c)(ii) adds: "Producer for the insured" may be referred to as a "broker." - 5. Utah Code 31A-23a-115(1)(a), appointment by an insurer
“An insurer shall appoint an individual or agency with whom it has a contract as an insurance producer, limited line producer, or managing general agent to act on the insurer's behalf in order for the licensee to do business for the insurer in this state.”
le.utah.gov, accessed October 12, 2026. Version effective 2017-05-09. (1)(b) has the insurer report "(i) a new appointment; and (ii) a termination of appointment" to the commissioner. - 6. Utah Code 31A-23a-115(5), licensee presumed to act for the insurer
“there is a rebuttable presumption that in placing a risk with the insurer the contracted or appointed licensee or any of the licensee's licensed employees act on behalf of the insurer.”
le.utah.gov, accessed October 12, 2026. The subsection opens "If an insurer has a contract with or lists a licensee in a report submitted under Subsection (3)". - 7. Utah Code 31A-23a-402(3)(a), classifications related to the risk
“An insurer may not unfairly discriminate among policyholders by charging different premiums or by offering different terms of coverage, except on the basis of classifications related to the nature and the degree of the risk covered or the expenses involved.”
le.utah.gov, accessed October 12, 2026. Version effective 2023-05-03. - 8. Utah Code 31A-23a-402(5), insurer may decline an application
“This Subsection (5) does not bar an insurer from declining an application for insurance.”
le.utah.gov, accessed October 12, 2026. Subsection (5) bars restricting a buyer's choice of insurer or licensee as a condition of a contract; this is its last sentence. - 9. Great West Casualty Company, About
“We partner with more than 200 independent agencies that specialize in truck insurance, and we work closely with the trucking companies we insure to design customized policies to protect their businesses.”
orgreatwest.com, accessed October 12, 2026. Also cited on the built commercial-trucking-insurance-companies page. - 10. FMCSA SAFER, Company Snapshot
“identification, size, commodity information, and safety record, including the safety rating (if any), a roadside out-of-service inspection summary, and crash information.”
safer.fmcsa.dot.gov, accessed October 12, 2026. The sentence opens "The Company Snapshot is a concise electronic record of a company's"; the page prints a broken character for the apostrophe, so the quote starts after it. - 11. 49 CFR 390.19T(b), MCS-150 filing schedule, eCFR
“Each motor carrier or intermodal equipment provider must file the appropriate form under paragraph (a) of this section at the following times: (1) Before it begins operations; and (2) Every 24 months”
ecfr.gov, accessed October 12, 2026. (b)(4) adds deactivation of the USDOT number for a missed biennial update. The T section is the text eCFR prints in force; the unsuffixed section is marked suspended since January 14, 2017. - 12. ISO CA 00 01 11 20, Business Auto Coverage Form, Section IV.B.2, Concealment, Misrepresentation Or Fraud
“It is also void if you or any other "insured", at any time, intentionally conceals or misrepresents a material fact concerning: a. This Coverage Form; b. The covered "auto"; c. Your interest in the covered "auto"; or d. A claim under this Coverage Form.”
assets.touchpointmarkets.com, accessed October 12, 2026. 11 20 is the newest edition found on the open web; the edition and any state endorsement on the customer's policy control. - 13. ISO CA 00 01 11 20, Business Auto Coverage Form, Section I.A, symbol 6
“Only those "autos" you own that because of the law in the state where they are licensed or principally garaged are required to have and cannot reject Uninsured Motorists Coverage.”
assets.touchpointmarkets.com, accessed October 12, 2026. Symbol 5 (no-fault) uses the same "licensed or principally garaged" phrase. 11 20 is the newest edition found on the open web; the edition and any state endorsement on the customer's policy control. - 14. Redoubt, home page, process step 01

Send what the business does and what the vehicles carry
Text Redoubt a paragraph on what the business does and what the vehicles carry, how many vehicles and trailers you run with the year, make, model, body type and value of each, every driver, your USDOT and MC or docket numbers if you have them, where the vehicles are kept, and the date cover has to start, and we will talk through whether the work fits and what comes next.
This is general insurance information, not legal advice or a coverage determination. The policy forms, the endorsements the carrier issues, and the requirement in writing from whoever is asking control.
