High value cargo insurance
A trucker hauling fragile or high-value freight for others should settle four things before loading: the commodity, its declared value, who holds custody, and its condition at pickup. ISO's CA 00 01 11 20 business auto form excludes liability for property damage to property the insured transports. Progressive's Utah-filed cargo endorsement Z434 (02/19) shows what a cargo form tests: it excludes art, jewelry, precious metals, money and prescription pharmaceuticals by name, excludes goods left over 72 hours at any location, pays the least of legal liability, declared value and the cargo limit per occurrence, and prints no lock, alarm or tracking condition.
What is considered high value cargo?
Two terms in Progressive's Z434 (02/19) cargo form decide whether a high value load is insured: the per-occurrence cargo limit and the excluded commodity list. Progressive's cargo endorsement Z434 (02/19), filed for use in Utah December 6, 2019, caps payment in one occurrence at the "Cargo Liability" limit on the declarations page, and its Excluded Properties list opens with "Objects of art, including paintings and statuary; jewelry, precious or semi-precious stones; precious or semi-precious metals or alloys; money and securities of any kind". The same list excludes "Prescription pharmaceuticals, tobacco products, marijuana products, or alcoholic beverages, other than beer or wine" and "Explosives, ammunition, fireworks, or radioactive material."
ISO's business auto form does not insure the load itself. ISO's CA 00 01 11 20 business auto form excludes property damage "involving property owned or transported by the "insured" or in the "insured's" care, custody or control," so freight carried for a shipper needs a cargo form. Z434 is one insurer's filed form; read the excluded property list on the form in your own quote against the commodity.
Does cargo insurance cover theft of a high value load?
Progressive's Z434 (02/19) cargo form does not exclude theft by outsiders, but it excludes theft by the carrier's own people and loads released by trick or false pretense. Z434 defines a covered peril as "any external risks of direct physical loss to covered property or business equipment, except for those listed in a. through m. below as Excluded Perils," and its specified-peril list names "theft, but excluding pilferage by you or your employees, anyone with a financial interest in the cargo or their employees, authorized representatives or anyone else entrusted with the cargo," adding that theft does not include wrongful conversion. Excluded peril e. removes criminal, fraudulent or dishonest acts by the insured, its people, anyone it entrusts the property to and anyone with an interest in it, and adds "we will not pay for theft by employees." Excluded peril h. removes "Voluntary parting with title to, or possession of, the property due to fraudulent scheme, trick, or false pretense," along with nondelivery, misdelivery, mysterious disappearance, a shortage found on taking inventory, and theft of part of a package's contents.
A parked load is the other theft exposure Z434 limits by time. Excluded property f. removes "Any property in or on an insured auto after it has remained at any location for more than 72 hours. This includes locations you own or use," with an exception for a delay caused by severe weather when transport resumes as soon as the weather emergency ends. Excluded property d. removes "Any property while in the physical custody of any other carrier," so a load handed to a second carrier is outside the first carrier's Z434 cover from the hand-off.
Z434 (02/19) prints no condition about locks, alarms, tracking devices, seals or attended vehicles. Ask the shipper or broker for any security term in writing and read it beside the cargo form on the quote.
Does cargo insurance cover damage to fragile freight?
Progressive's Z434 (02/19) cargo form does not list breakage as an excluded peril, but it excludes marring, scratching, temperature damage, inherent vice and pre-existing damage. Excluded peril m. says "We will not pay for corrosion, contamination, marring or scratching to any covered property or business equipment unless it results from damage to an insured auto," so a scratched finish on glass, furniture or equipment in a truck that was never hit is outside the base form. Excluded peril j. says "We will not pay for pre-existing damage to any covered property or business equipment," so note the condition of each piece on the bill of lading or in photographs at pickup.
Two more Z434 terms decide a fragile-goods claim. Excluded peril f. removes "Loss of use, loss of market, loss of market value, or delay," and the Sets clause says "The loss to an article that is part of a set will not be considered a loss to the entire set." Progressive's Cargo Plus endorsement A439 (01/25), filed in Utah on February 7, 2025, rewrites three Z434 exclusions when the policy carries it:
| Excluded peril | Z434 base form excludes | With Cargo Plus A439, still excluded |
|---|---|---|
| m. Corrosion, contamination | Corrosion, contamination, marring or scratching, unless an insured auto is damaged | Contamination only, unless an insured auto is damaged |
| g. Breakdown, temperature | Mechanical or electrical breakdown or failure, including of a refrigeration unit or cargo heating equipment; wetness, humidity, dampness, dryness or temperature change unless an insured auto is damaged | Mechanical or electrical breakdown or failure, including of a refrigeration unit or cargo heating equipment; temperature change unless an insured auto is damaged |
| d. Inherent vice | Deterioration, wear and tear, obsolescence, latent defect, gradual decay, fungus, mildew, mold, rot, rust, insects, vermin, change in flavor | Deterioration, wear and tear, latent defect, gradual decay |
What handling and security terms should a shipper put in writing before a high value load?
Before a high value load, get the shipper's or broker's cargo terms in writing: the limit, the commodity, the declared value and any security or handling condition. J.B. Hunt's carrier requirements page, read on October 12, 2026, says "Specific J.B. Hunt business units and/or load types (such as specialized or high-value brokered loads) may have additional requirements including supplemental insurance, equipment, experience or training." Redoubt asks for the same request in writing: "the limit, per load or per occurrence, the commodities, and any reefer or theft conditions."
- The commodity, named the way the bill of lading names it, read against the cargo form's excluded property list
- The declared value on the bill of lading or rate confirmation, read against the cargo limit
- Every planned stop and overnight park, and any hold of more than 72 hours at a yard, a receiver or a terminal
- Whether the load changes trucks or carriers before delivery
- Each security or handling condition the contract states, word for word, and what the contract says happens if one is missed
- Who records the condition of each piece at pickup, and on which document
How is a high value load valued in a cargo claim?
Progressive's Z434 (02/19) pays a cargo claim at the lowest of several figures, so a low declared value or cargo limit caps what a high value load recovers. Z434's Limits of Liability say "we will pay the least of the following: (i) Your legal liability for the direct physical loss to the covered property; (ii) The declared value of the covered property shown in the bill of lading, tariff documents, rate confirmation sheet, shipping receipt, or contract of carriage," followed by the shipper's actual cost to repair or replace and the "Cargo" limit on the declarations page.
Z434's cargo limit applies per occurrence, whatever the number of trucks or trailers involved. The form says "Regardless of the number of insured autos or trailers involved," the cap on loss to covered property in any one occurrence is the declarations limit. Set the limit on the highest-value single occurrence, not the average load.
49 U.S.C. 14706(c)(1)(A) lets an interstate carrier, otherwise liable for "the actual loss or injury to the property" under 14706(a)(1), set rates under which liability "is limited to a value established by written or electronic declaration of the shipper or by written agreement between the carrier and shipper if that value would be reasonable under the circumstances," for property other than household goods.
What do you send for a high value cargo quote, and what happens next?
Redoubt quotes high value and fragile freight from one list: what is hauled, what one load is worth, how long loads sit, and the shipper's written terms. Text Redoubt the list below and we will talk it through: what can be bound now, what needs the carrier, and what to send back.
- Exactly what is hauled, commodity by commodity, as the bill of lading names it
- The highest value on one load
- Whether goods ever stay on a truck or trailer for more than 72 hours, at a stop, a receiver or your own yard
- The shipper's or broker's cargo requirements in writing: limit, commodities, and any security or handling terms
- USDOT number, and MC or docket number if any, with the vehicle and driver counts on FMCSA's SAFER record matching this list
- Each vehicle and trailer: year, make, model, body type and value
- Every driver: name, date of birth, license number and class
- The date coverage has to start, and the current declarations page if a cargo policy is in force
Is refrigeration breakdown covered on a high value perishable load?
Not on Progressive's Z434 (02/19) alone: excluded peril g. removes breakdown of "a refrigeration unit or its associate component parts." Progressive's A439 (01/25) refers to a separate Refrigeration Breakdown Coverage Endorsement, "if included in your policy."
Can a contract limit a carrier's liability on a load that stays inside Utah?
Only through a written declared value. Utah Code 72-9-401(1)(b) says a contract, receipt, rule or other limitation "may not exempt the motor carrier from this liability," but 72-9-401(3)(b) and (c) allow rates dependent on a value "declared in writing by the shipper or agreed to in writing as the released value of the property" where authorized by order of the commission, and limit recovery to that value.

Fragile or high value freight on the truck
Text Redoubt exactly what you haul, the highest value on one load, whether goods ever sit on a truck more than 72 hours, the shipper's or broker's cargo requirements in writing, your USDOT and MC or docket numbers if you have them, the year, make, model, body type and value of each vehicle and trailer, every driver's name, date of birth and license number, a paragraph on what the business does, and the date cover has to start, and we will talk through which cargo form and limit fit the freight.
This is general insurance information, not legal advice or a coverage determination. The policy forms, the endorsements the carrier issues, and the requirement in writing from whoever is asking control.
