A limo, bus or shuttle operator has to meet a passenger-carrier limit

Taxi insurance

A Utah taxi operator needs a policy that covers carrying passengers for hire, and a Salt Lake City cab carries the $1,500,000 limit its city code sets. Salt Lake City Code 5.71.140(B) sets that figure for a taxicab seating seven or fewer, including the driver, and switches off the federal taxicab exception in 49 CFR 387.27(b)(2). Utah's rideshare statute does not reach a taxi: Utah Code 13-51-102(4) says a transportation network company is not a taxicab, so the TNC Act's $1,000,000 rule is not a cab's rule.

Can you use personal car insurance or rideshare insurance for a taxi?

A Utah taxi falls outside both a personal auto policy and Utah's rideshare insurance statute, so it needs a policy covering passengers for hire. Utah Code 53-3-102(48) gives the definition: a taxicab is "any class D motor vehicle transporting any number of passengers for hire and that is subject to state or federal regulation as a taxi." Utah Code 53-3-202(3)(a) requires the person driving it to hold a valid class D driver license. The Utah Insurance Department's business auto page says "your un-endorsed personal auto policy does not cover you if you transport passengers for hire (public livery)."

Utah's rideshare law does not reach a taxi either. Utah Code 13-51-102(4) defines a transportation network company as an entity that "uses a software application to connect a passenger to a transportation network driver" and "is not: (i) a taxicab, as that term is defined in Section 53-3-102." The $1,000,000 per-occurrence primary limit during a prearranged ride in Utah Code 13-51-108(1)(b) is that Act's rule for TNCs and their drivers, not a taxi's.

Say how each vehicle's rides are booked: street hails, the company's own phone dispatch, or an app.

What are the taxi insurance requirements in Utah?

Up to four holders set a Salt Lake City taxi's liability floor: the Utah Code, FMCSA on interstate trips, the city code and the airport. The table sets their figures side by side.

FMCSA's passenger limits stop short of a small cab. 49 CFR 387.27(b)(2) excludes "a motor vehicle providing taxicab service and having a seating capacity of less than 7 passengers and not operated on a regular route or between specified points"; above that line, 49 CFR 387.33T sets $1,500,000 for an interstate for-hire vehicle seating 15 or fewer including the driver, and eCFR marks the unsuffixed 387.33 suspended since January 14, 2017.

Utah's intrastate for-hire passenger minimum is an open question as of October 12, 2026: UDOT rule R909-1-4 states $750,000 for intrastate private motor carriers and $1,000,000 for oil and hazardous materials carriers, and no for-hire passenger figure.

What insurance does Salt Lake City require for a taxi?

Salt Lake City Code 5.71.140(B) requires $1,500,000 for a taxicab seating seven or fewer, including the driver, the 49 CFR 387.33 figure for 15 seats or fewer. The eCFR marks 387.33 suspended since January 14, 2017, and 387.33T, the text in force, prints the same figure. The subsection adds that "The exception for taxicab service set forth in section 49 CFR 387.27 shall not apply," so a five-seat cab on Salt Lake City streets carries the same figure as a 15-seat interstate van. Subsection (A) sets the general rule for every ground transportation vehicle at the FMCSA, UDOT or USDOT level, "whichever levels are higher," with proof required when the department first inspects the vehicle.

Salt Lake City authorizes cabs by department contract, and the department is its Department of Airports. Salt Lake City Code 5.72.155(A) bars operating a taxicab for hire on city streets unless the owner "is authorized to do so under a department contract," and 5.72.005 defines the department as "The Salt Lake City Department of Airports." The same section defines a city taxicab as a car seating five or fewer passengers, or a van seating six to twelve, not counting the driver, used for on-demand hire and not run on a fixed route or schedule. Salt Lake City Code 5.72.155(C) leaves out a cab licensed in another jurisdiction that picks its passenger up outside the city limits.

Two more terms in Salt Lake City Code 5.71.140 bind the policy itself:

  • Subsection (C): the business sends the department a copy of any notice of cancellation or reduction of coverage immediately.
  • Subsection (D): Salt Lake City Corporation is named as an additional insured in all insurance contracts.

What does the airport need on a taxi's certificate of insurance?

Salt Lake City International Airport requires the insurer or agent to send the certificate to its Ground Transportation office before an appointment is scheduled. The airport's operating requirements page says the insurance company or agent emails or faxes it, that "Certificates must be submitted by an authorized agent," and asks for an ACORD 25 certificate of liability insurance. Its checklist, dated December 2023, says the provisions below "are required by Salt Lake City Ordinance" and that a certificate missing them will "be returned for corrections and could impact company operations."

  • A Business Auto Coverage Form with a $1,500,000 per occurrence limit for vehicles seating 15 or fewer, including the driver, or $5,000,000 at 16 or more.
  • Salt Lake City Corporation as certificate holder, at 218 North 2200 West, Salt Lake City, UT 84116.
  • Salt Lake City Corporation named as additional insured.
  • Thirty days' notice of cancellation.
  • The signature of an authorized agent.

What does a taxi insurance policy need to cover?

A Utah taxi policy carries liability at the strictest holder's figure and uninsured motorist cover of $25,000 per person and $500,000 per accident under Utah Code 31A-22-305(5)(b). Utah Code 31A-22-302(1)(d) puts personal injury protection, with a medical benefit of not less than $3,000 per person under 31A-22-307, on every policy bought to meet the owner's security requirement for a car.

The Commonwealth Automobile Reinsurers manual, the Massachusetts residual market's commercial auto manual effective March 1, 2026, splits its taxicab class by who operates the cab. It defines the class as a car "with a seating capacity of eight or less that is operated for hire" and not along a route, then separates an owner-operator driving a single cab, a "Rented or Leased Taxi" that drivers take on a time, commission, profit-sharing or other independent contractor basis, and all other cabs. The manual binds only CAR's own market. Say who drives each cab: the owner, employees, or drivers who rent or lease it.

What do you need to get a taxi insurance quote?

Redoubt starts a taxi placement from one short list: the cabs, the drivers, how the cabs run and how rides come in. Text the list below; the reply says what can be bound now, what needs the carrier, and what to send back.

  • Each vehicle's year, make, model, seating with the driver, and value
  • Every driver: name, date of birth, licence number and class, and age
  • How many shifts each vehicle runs
  • How rides are booked: street hails, your own dispatch, or an app
  • The city contract or airport registration the cabs operate under, with its written insurance requirement
  • The current declarations page, or the dates of prior coverage, and the date cover has to start

Frequently asked questions

What license does a taxi driver need in Utah?

A class D license: Utah Code 53-3-202(3)(a) requires a valid class D driver license to drive a motor vehicle as a taxicab on a Utah highway.

Does the federal $1,500,000 apply to a five-seat taxi outside Salt Lake City?

Not by itself: 49 CFR 387.27(b)(2) excludes a taxicab seating fewer than 7 on no regular route from FMCSA's passenger limits. Salt Lake City Code 5.71.140(B) switches that exception off for cabs on its streets.
