Penske insurance requirements

Penske requires proof of insurance on every commercial rental: buy Penske's own coverage, or send a certificate from your business auto policy to the local Penske office before pickup. If you bring your own, Penske says the certificate must show at least $1,000,000 combined single limit liability and at least $120,000 of physical damage per truck or $150,000 per tractor, on an "any auto" or "hired autos" policy, naming Penske Truck Leasing Co., L.P. as additional insured and loss payee, and Penske wants at least 10 days' cancellation notice. Penske says scheduled autos, all owned autos, non-owned autos and non-trucking policies do not qualify.

Does Penske require insurance to rent a commercial truck?

Yes. Penske's commercial coverage page says "As part of the commercial rental process, Penske requires proof of insurance coverage," met by buying Penske's coverage or supplying your own, and "All rentals require insurance that meets Penske and applicable government requirements." Its commercial FAQ is plain: "You are responsible for insurance coverage, fuel and any damage beyond normal wear and tear."

Proof means a certificate on file before pickup; Penske's COI flyer says to "provide to your local Penske office before pickup." Without one, Penske says it may "elect the Penske Limited Damage Waiver and/or Penske Liability Coverage option and bill Customer accordingly." Penske requires coverage to extend through the entire rental period, so check that your policy dates cover every day.

What does Penske insurance cover?

Three optional products. Penske's commercial FAQ lists them: "We offer limited damage waiver (LDW), liability (LIA) and supplemental liability coverage (SLI)." Penske calls its descriptions synopses; the rental agreement carries the full terms.

Penske-supplied coverage is "Unavailable for hazardous materials transport or vehicles over 33,000 lb. GVW," and its liability is "not available on tractor rentals"; the COI flyer adds that "Penske will not extend coverage on tractors." In those cases you bring your own policy.

None of the three is described as cargo cover. Penske's moving-truck bundles carry a cargo product for a renter's "furniture and other possessions," capped at $15,000 for the rental, but the commercial coverage page and FAQ do not list it. Those two pages, the COI flyer and the moving-truck page also do not name the insurer behind SLI; they point to the contract: "See Rental Agreement for full details." Redoubt checked all four on October 3, 2026.

What does Penske require if I use my own insurance?

A certificate proving each coverage you supply. Penske wants a COI "that shows Liability and Physical Damage coverage evidence, as applicable based on if you are providing one or both of them," so you can supply liability, physical damage or both and buy Penske's product for the rest where Penske sells one.

Build to the higher physical damage figures. Penske's page prints its limits table twice: the desktop version says $120,000 for trucks and $150,000 for tractors, while the mobile version, shown on screens 768 pixels wide or less, says "At least $60,000 in physical damage coverage" for trucks and $120,000 for tractors. Penske's downloadable COI flyer matches the desktop figures. Penske also says "Coverage amounts are subject to change," so confirm the number with the branch.

The wording is fixed: "Penske Truck Leasing Co., L.P. and its partners are named as additional insured and loss payee for all vehicles leased or rented from Penske Truck Leasing Co., L.P., including substitute, extra, permanent replacement, or interim vehicles." The flyer applies the loss payee wording to physical damage and the additional insured wording to liability.

Which policies does Penske accept, and why are scheduled autos refused?

Penske accepts "Any auto or hired autos," which it says "cover any auto on contract," and refuses "Scheduled autos; all owned autos, non-owned autos, non-trucking." It also wants "a blanket auto policy for both liability and physical damage." On the ISO Business Auto Coverage Form, CA 00 01, Symbol 1 is any auto and Symbol 8 covers "Only those 'autos' you lease, hire, rent or borrow." By contrast, Symbol 7 covers only autos "described in Item Three of the Declarations," so a Penske truck not described there is not a covered auto under it, and Symbol 9 covers autos "you do not own, lease, hire, rent or borrow," which shuts out a rental by its own words. On the certificate, Penske says a checked Scheduled box "will invalidate the COI."

Hired physical damage needs a symbol that reaches a rented truck, such as Symbol 8 or Symbol 1, shown in its own row, because "The symbols entered next to a coverage on the Declarations designate the only 'autos' that are covered 'autos'." With that coverage, a rented auto "is deemed to be a covered 'auto' you own," and loss-of-use charges you owe under a written rental contract are paid, for the causes of loss you carry, up to "$30 per day, to a maximum of $900." The hired physical damage limit on your declarations is what has to reach Penske's $120,000 or $150,000.

The additional insured line matters because the form's permissive-user clause leaves out "The owner or anyone else from whom you hire or borrow a covered 'auto'." A certificate cannot fix that alone; ACORD 25 says an additional insured needs the policy to "have ADDITIONAL INSURED provisions or be endorsed." Confirm both endorsements with your agent before the certificate goes out. These are the ISO forms; your carrier's own forms control.

How much does Penske insurance cost?

Penske publishes no price. The commercial coverage page says of LDW, "Speak to your Penske Rental Representative," and the moving-truck coverage page sends "complete details, including costs" to a Penske representative. Redoubt checked those two pages, the COI flyer and the commercial FAQ on October 3, 2026; none prints a rate for LDW, liability or SLI.

The one cost Penske does describe is for having nothing on file: it may elect its waiver and liability "and bill Customer accordingly." Hired auto coverage on your own policy is priced by your carrier, and we found no published figure for it either. Ask the branch for the per-rental charge and your agent for the hired auto premium, then compare.

Should I get Penske insurance or use my own policy?

Buy Penske's if you have no business auto policy that meets its terms, and use your own if you do. On a tractor, a hazmat load or a truck over 33,000 lb GVW you need your own, and hazmat also needs Penske Insurance Risk Management approval. If your liability qualifies but your hired physical damage falls short on a truck, supply the liability and take LDW.

Weigh what Penske's liability promises: protection "up to the requirements of financial responsibility law" where the accident happens. In Utah, 31A-22-304 sets the minimum at $30,000 per person, $65,000 per accident and $25,000 property damage for a policy issued or renewed on or after January 1, 2025. The same section's lower figures, $25,000, $65,000 and $15,000, apply only to a policy for a self-insured, private rental fleet and are not the limit for an ordinary policy; Penske's page does not say whether its fleet is self-insured. SLI adds up to $300,000 bodily injury and $50,000 property damage. From you, Penske wants $1,000,000.

FMCSA requires $750,000 under 49 CFR 387.9 for a for-hire interstate carrier hauling nonhazardous property at 10,001 lb GVWR or more, below Penske's $1,000,000, so a policy built to the federal floor does not meet Penske's terms. The ISO business auto form excludes the goods you haul from liability as well: damage to property "transported by the 'insured' or in the 'insured's' care, custody or control." Your carrier's own form controls.

A Utah start-up mover told Redoubt in September 2026 it would rent Penske 16-ft box trucks job by job. For that renter the choice repeats every move: Penske's options each time, or one business auto policy with hired autos and a certificate on file whose dates cover each rental.

Frequently asked questions

What happens if my policy cancels during the rental?

Penske requires a minimum 10-day cancellation notice, emailed to rental.insurance@penske.com along with any reinstatement. Once there is no valid, unexpired certificate covering the truck, Penske says it may elect its own waiver and liability coverage and bill you.

Is the certificate different for a rental in Canada?

Yes. Canadian reservations name Penske Truck Leasing Canada Inc., 7405 East Danbury Crescent, Mississauga, Ontario, as certificate holder, and the additional insured and loss payee wording names that company.
