Garagekeepers insurance
Garagekeepers insurance pays for damage to customers' vehicles while your business has them for service, repair, parking or storage, the property your general liability and auto liability policies exclude as in your care, custody or control. ISO's version covers a customer's car under comprehensive, specified causes of loss (fire, lightning, explosion, theft, mischief or vandalism) or collision, up to a limit for each loss at each scheduled location. On its basic basis it pays only what you are legally liable for; the direct excess or direct primary option pays regardless of fault. Its exclusions include theft by you or your employees, faulty work and defective parts.

What is garage keepers liability insurance?
It is coverage for other people's vehicles while your business has them. ISO's garagekeepers endorsement, CA 99 37, says the insurer "will pay all sums the "insured" legally must pay as damages for "loss" to a "customer's auto" or "customer's auto" equipment left in the "insured's" care while the "insured" is attending, servicing, repairing, parking or storing it in your "garage operations"." The "liability" in the name comes from that test: on its basic basis it pays what you legally owe the owner, and the insurer defends you when the owner sues.
A customer's auto is defined broadly, as "a land motor vehicle, "trailer" or semitrailer lawfully within your possession for service, repair, storage or safekeeping, with or without the vehicle owner's knowledge or consent." Garage operations means locations used for "selling, servicing, repairing, parking or storing" customers' autos, plus the roads and accesses next to them. Progressive names auto mechanics, auto detailers, garage owners, car dealerships and towing companies as professions that benefit from the coverage.
In ISO's forms a dealer gets it as section E of the Auto Dealers Coverage Form, CA 00 25; other businesses add CA 99 37, which modifies the Business Auto and Motor Carrier Coverage Forms. The editions quoted here are ISO's; the endorsement on your policy, with its schedule filled in, controls.
What does garagekeepers insurance cover?
Physical loss to the customer's vehicle and its equipment, under up to three coverages chosen for each location. Comprehensive covers loss "From any cause except" the car's collision with another object or its overturn. Specified causes of loss is narrower: "Fire, lightning or explosion; Theft; or Mischief or vandalism." Collision covers the collision and overturn that comprehensive leaves out, which is the coverage that answers when a technician backs a customer's car into a post.
"Loss" in the endorsement "means direct and accidental loss or damage and includes any resulting loss of use," so the owner's claim for time without the car is part of the claim. The insurer also takes on the defense of a covered suit and pays supplementary costs outside the limit, including your reasonable expenses at its request and lost earnings "up to $250 a day." Progressive's description of its own product matches the form: it pays when a customer's vehicle "is damaged by fire, theft, vandalism, or collision while in your possession."
Does garagekeepers pay if the damage was not my fault?
Only if you buy one of the direct options. On the basic basis the endorsement pays what you "legally must pay," so a loss you are not legally liable for, such as a hailstorm on a lot you secured properly where your state's law puts no duty on you, is not paid by this coverage at all. CA 99 37 has two boxes that change the test.
With the excess box checked, coverage "also applies without regard to your or any other "insured's" legal liability" but "on an excess basis over any other collectible insurance," including the owner's own policy. With the primary box checked, coverage is "changed to apply without regard to your or any other "insured's" legal liability" and "is primary insurance." Excess sends the owner to their own insurer first; primary does not.

What does garagekeepers insurance not cover?
Among the endorsement's exclusions are liability you accept by contract beyond what you would owe anyway; ""Loss" due to theft or conversion caused in any way by you, your "employees" or by your stockholders"; defective parts or materials; and faulty "work you performed." A bad repair is not a garagekeepers claim, and neither is a customer's car an employee drives off and keeps.
It also will not pay for loss to loose electronics (tape decks and sound equipment not permanently installed, CB and two-way radios outside the dash or console opening, radar detectors), or for loss caused by war, warlike action or insurrection. Progressive says personal items inside the vehicle are not included in its coverage either, and points the owner to their own auto insurance for those.
The limit is the other boundary. "Regardless of the number of "customer's autos"," the most the insurer pays "for each "loss" at each location" is the limit scheduled for that location, after the deductibles. A limit sized to one car does not stretch when a fire takes a row of them, so size it to the most value you hold on that lot at one time.
Is garagekeepers the same as garage liability?
No. Garage liability, and the general and auto liability that do the same job for a business outside the dealer form, answer for injury and damage you cause to others, and each one excludes the customer's car in your shop. The Auto Dealers Coverage Form's covered autos liability excludes property damage involving "Property in the "insured's" care, custody or control." The Business Auto Coverage Form excludes property "in the "insured's" care, custody or control." The general liability form excludes "Personal property in the care, custody or control of the insured."
Garagekeepers is the coverage written for that property. A repair shop with only general liability has nothing for the car on the lift, and a dealer's CA 00 25 pays, for each loss at each location, up to the garagekeepers limit shown in the declarations for that location. Progressive puts the split the same way: garagekeepers "specifically safeguards customer vehicles that are in your care, custody, and control."
Is garagekeepers insurance required in California, Florida or Texas?
None of the three requires it by name in the state documents we read on 2026-10-03; where a state says anything, it names a dollar amount or a different coverage. A landlord may require it in the lease; Progressive says a landlord "might require this coverage." Where a lease or contract asks for it, that document's wording is the one to meet.
Texas licenses vehicle storage facilities, which its Occupations Code defines as a privately owned "garage, parking lot, or other facility" that stores or parks at least 10 vehicles a year. TDLR's license page sets per-claim minimums by capacity, pointing to its rule 85.400, and says certificates of insurance must carry a provision that the insurer will notify TDLR 30 days before cancellation. TDLR names amounts, not a coverage form, and Progressive says that in Texas its garagekeepers coverage is called storage location insurance. Confirm that the policy on the certificate TDLR receives is the one covering the stored cars.
Florida's dealer licensing statute, 320.27(3), asks for garage liability, or general liability with a business auto policy, at $25,000 combined single limit and $10,000 of personal injury protection; it does not mention garagekeepers. California registers repair dealers under Business and Professions Code 9884, and the registration contents that section lists do not include insurance.

How much does garagekeepers insurance cost?
No primary source we could pull on 2026-10-03 publishes a garagekeepers rate, so this page gives no figure. The form shows how the price is built: the CA 99 37 schedule carries a separate premium for each coverage at each location and a "Total Garagekeepers Premium For All Locations," and the limit, the per-car and per-event deductibles, the causes of loss and the direct option are all chosen on that endorsement.
Progressive says its premium is influenced by location, number of service locations, size of business, coverage type, claims history and insurance limits. It also says that, for its own policies, options vary by state but "most policies offer a maximum limit of $2,500 per occurrence," that the per-vehicle deductible "is typically $500," and that it sells garagekeepers only in a package with liability and on-hook towing insurance. Those are one carrier's terms for its program, as of 2026-10-03, not a market rate.
What does a garagekeepers insurance application ask for?
Whatever the carrier's application looks like, it has to fill in the endorsement's schedule, and the endorsement "provides only those coverages: 1. Where a Limit Of Insurance and a premium are shown for that coverage in the Schedule; and 2. For the location shown in the Schedule." An overflow lot or a second shop is not covered until it is scheduled. For each location the schedule asks which coverages you want, a limit, a per-car deductible and a maximum deductible per event; the checklist below follows it.
What to send for a garagekeepers quote
Each item answers a line on the schedule or a question the carrier prices on.

Does garagekeepers cover my employees' own cars?
When they leave them for paid work, yes. CA 99 37 says a customer's auto "also includes any such vehicle left in your care by your "employees" and members of their households who pay for services performed."
Does garagekeepers cover my own inventory or shop vehicles?
No. It covers customers' autos in your possession for service, repair, storage or safekeeping.
Is garagekeepers the same as on-hook towing coverage?
No. Garagekeepers covers the customer's vehicle while it is parked, stored or worked on in your garage operations. Progressive describes on-hook towing insurance as coverage that "only applies when a customer's vehicle is being towed," and says that in Texas and Virginia a request for garagekeepers gets you on-hook instead.
